It's getting boring, due to repetition, to heap abuse on the Toronto Transit Commission (TTC), but the report that is will take the commission almost 2 years to implement a drug/alcohol testing program demonstrates, once again, why its managers are as much, if not more, to blame, as the often disparaged unionized work-force.

A year and a half after the TTC approved a controversial drug- and alcohol-testing policy for employees, new testing procedures are still not in effect. A screening test for new hires was introduced last month. But the part of the fitness-for-duty policy that would have allowed the TTC to administer breathalyzer and oral fluid tests to the bus driver who had her licence suspended Friday won’t go into effect until August."

No doubt, in keeping with TTC practice, existing substance abuse testing regimes have been ignored while a team of consultants invented a Made-in-Toronto, tailored to the TTC's and Amalgamated Transit Union's special needs, from scratch. All designed to create employment for the consultants and the TTC managers who supervise them and to pacify the union by delaying implementation until everyone has forgotten what they were upset about in the first place. Too bad a drunk bus driver derailed that plan.
More disgusting than the delay is TTC chair Adam Giamplayboy's defence of the system and insistence that everything is unfolding as it should. Since the driver was arrested and removed from her bus and no passenger or by-stander was injured or killed – everything is A-OK in his books. No surprise when the fool is in charge of the kingdom.
